Guyana extends bid deadlines for Wales fertilizer plant and LPG bottling project; Amaila Falls hydro timeline shifts
The Government of Guyana has extended proposal submission deadlines for two gas-linked projects planned for Wales, West Bank Demerara—a fertilizer complex and a liquefied petroleum gas (LPG) bottling and logistics facility—as it continues efforts to expand downstream use of natural gas from its offshore sector.
Under the updated timelines, Engineering, Procurement and Construction (EPC) proposals for the Guyana Ammonia and Urea Plant (GAUP) are now due March 5, 2026, while proposals for the Guyana Gas Bottling and Logistics Company (GGBL) are due February 19, 2026, according to public notices and local reporting.
Fertilizer plant: March 5 deadline for GAUP proposals
The proposed fertilizer facility—estimated at US$300 million—is designed to produce approximately 300,000 tonnes of fertilizer per year and is expected to be operational in 2027–2028, aligning with Phase II of the Wales Gas-to-Energy initiative.
Government information published in October 2025 stated that the plant would use up to 20 million cubic feet of natural gas per day (MMCFD) supplied via Phase II of the Wales gas pipeline to support production.
The original submission deadline for GAUP proposals was January 22, 2026, but has now been extended to March 5, 2026, according to local reporting.
The GAUP initiative is being pursued through a public-private partnership (PPP) model, with the state seeking an EPC contractor that can design, build, and operate the facility while securing a technology licensor.
LPG bottling and logistics: February 19 deadline
The government is also advancing plans for a national LPG bottling and logistics company at Wales, also under a PPP model, intended to reduce the cost of domestic cooking gas through bottling, transportation, and distribution.
A government-linked report in October 2025 estimated Guyana’s annual domestic LPG demand at about 3 million 20-pound cylinders, valued at approximately GY$14 billion.
Proposals for the LPG bottling and logistics project were initially due January 15, 2026, but the bid opening/submission timeline has been moved to February 19, 2026, according to local reporting.
Amaila Falls hydro: proposal deadline shifted to February 17
Separately, the government has also adjusted the deadline for proposals for the 165-megawatt (MW) Amaila Falls Hydropower Project, which is being pursued under a Build-Own-Operate-Transfer (BOOT) arrangement.
The Amaila Falls development scope includes key works such as a dam, powerhouse, substation, and a storage reservoir of roughly 23 square kilometres, based on environmental studies and permits referenced in government communications.
Tender information and reporting indicate the Amaila Falls submission deadline has been pushed back to February 17, 2026.
What the extensions signal
The deadline extensions come as Guyana works to align major energy-adjacent infrastructure procurement with the sequencing of its broader Gas-to-Energy buildout and its plans to expand domestic industrial activity anchored by natural gas supply.
